GENEVA, Switzerland — COVID-19 threatens to set us back decades and halt the delivery of the sustainable development goals. But UNCTAD’s new 2020 Trade and Development Report says the pandemic is more of a catalyst than a cause. It also argues an aborted economic recovery, and another lost decade, is a matter of policy choice.
