TAIWAN / ST LUCIA – Allen Chastanet, Leader of the Opposition (LOO) and Sarah Flood-Beaubrun, attorney-at-law and former minister of government in Saint Lucia, are ostensibly on a campaign in the alleged misuse of Saint Lucia Social Development Funds (SSDF) “Sex for Cheques” scandal, copied letters to the Taiwan embassy in Saint Lucia and other benefactors of the SSDF.
Chastanet’s letter dated July 28, 2026, to the Prime Minister of Saint Lucia, Philip J Pierre, Re: Independence and oversight of the SSDF audit – copied to H.E. Nicole Su, ambassador of the Republic of China (Taiwan) Saint Lucia was dismissed as “Full of inaccuracies, laced with venom, bad faith.”
Sarah Flood-Beaubrun has since undertaken unilateral public protest and advocacy, delivering a letter to ambassador Su, dated August 5, 2026, Re: Allegations regarding misuse of funds, Saint Lucia Social Development Fund (SSDF).
There is also an ongoing matter of Richard Frederick, Minister for Housing, Local Government, and Urban Renewal, who was detained by the Royal Saint Lucia Police Force (RSLPF) on July 2, 2026, and subsequently released.
These matters are of social, economic and national security concern with potential global outcomes.

In 2017, Guy Joseph, who knowingly made false representations to Taiwan in the matter of Constituency Development Programme (CDP) contracts, said: “I had to compile a list based on the contracts that were in the ministry, pretend as if the projects had not been done and submit it to the Taiwanese for approval.”
Flood-Beaubrun’s letter to ambassador Su, said in part:
“We write to you on behalf of the citizens of Saint Lucia regarding the above-mentioned subject matter – allegations regarding misuse of funds –SSDF.”
“No doubt, Excellency, it would have come to your attention the grave matter of the alleged misuse of Saint Lucia Social Development Funds (SSDF) by Richard Frederick, Minister for Housing, Local Government, and Urban Renewal in the “Sex for Cheques” scandal, currently being investigated by the Royal Saint Lucia Police Force (RSLPF).”
“The Community Development Programme (CDP) which Taiwan continues to fund through the SSDF continues to meaningfully impact the life of each and every Saint Lucian. The Saint Lucian people regard Taiwan as a true friend.”
Taiwan’s foreign assistance programs uphold security, peace, democracy, human rights, humanitarianism, and sustainable development, and fulfils its global responsibilities and duties while actively giving back to the international community is engaged in a range of bilateral and multilateral infrastructure development projects covering healthcare, transportation, education, agriculture and fisheries, science and technology, and environmental protection. These programs raise average incomes, reduce poverty, and improve living standards, thereby enhancing public welfare.
Taiwan’s international cooperation and development budget and programs met the OECD definition of Official Development Assistance, striving for a World of Freedom and Democracy of Common Good.
Taiwan also strives to implement foreign policies that enhance Taiwan’s prosperity and to promote foreign relations that strengthen its international status.

Taiwan foreign policy guidelines
Taiwan is promoting a policy of integrated diplomacy, building on the three pillars of democracy, peace, and prosperity. The government is expanding cooperation and deepening partnerships to create mutual benefits and shared prosperity with diplomatic allies and like-minded countries.
Saint Lucia is a diplomatic ally of Taiwan, with exceptional benefits, and in 2022, Saint Lucia reaffirmed diplomatic support for Taiwan.

Taiwan continues to donate substantial funding to Saint Lucia’s national budget and economic development in the form of concessionary loans, grants, Taiwan ICDF scholarship, Taiwan Technical Mission (TTM), trade and cultural exhibitions.
Taiwan’s technical, financial and social engineering contributed significantly to St Lucia’s COVID-19 response. Annual funding of SSDF programs and the Constituency Development Programme (CDP) projects of the political establishment in their constituency.
Flood-Beaubrun’s letter to ambassador Su, continued:
“ … we are mindful that a scandal of such great proportions has the potential to undermine integrity and confidence in the SSDF. The citizens of Saint Lucia need to be certain that all funds placed within the SSDF for the benefit of the people of Saint Lucia, particularly vulnerable persons and communities, are utilised only for the purposes intended. No doubt the government and people of Taiwan would wish likewise, to be reassured.”
“… we trust that the government of Taiwan will take a keen interest in the on-going investigation so as to satisfy all concerned that the funds of the SSDF are indeed being managed according to international best practices, and that these funds are being used only for the noble humanitarian purposes for which they were intended.”
While the significance of the letter is explained, there is an unspecified and undescribed “we” that denotes plural, but transposes to singular in the undersigned.
Taiwan continues to provide useful assistance to Saint Lucia, as stated in previous budgets: 38 percent of concessionary loans – “$191.82 million to be financed from the Republic of China (Taiwan) (EXIM Bank) Grants: “Republic of China (Taiwan) (ROCT) – $52.623M.”
Last November, the government of Saint Lucia received a loan facility of USD 20 million (XCD $53.8 million) from the Export-Import Bank of the Republic of China (Taiwan) (Eximbank) to expand access to affordable housing and strengthen essential community infrastructure.
June 2, 2026, the government of Saint Lucia received XCD 7 million donation from the Republic of China (Taiwan) to address various social and developmental needs in communities throughout the island.
“XCD 5 million will be used to support the Small Infrastructure Projects Initiative. The Small Infrastructure Projects Initiative, implemented by the Saint Lucia Social Development Fund (SSDF), will improve daily life and living standards in targeted communities by building and rehabilitating new and existing local infrastructure.”

Taiwan is fundamental to the quantum of budgetary and development support to Saint Lucia – 238 sq miles, with a population of 172, 948 and GDP USD 2.77 million and per capita of USD 15,135 and growth rate 2-3 percent.
It is paramount to highlight that any reduction in funding is reciprocal to projected budgetary financing.

SSDF STEP program for August 2026
“The program employs over 3,000 Saint Lucians for 5 days, Monday 3 August to Friday 7 August 2026,” the SSDF said. “The Program is a pre-emptive and strategic intervention of clearing road verges, drains, culverts, and water channels in communities, all in an effort to improve motorist visibility, reduce mosquito breeding grounds, reduce the possibility of flooding, and improve community aesthetics. The program also serves as an economic stimulant at the community and national level.”

Taiwan’s commitment to Saint Lucia is a huge undertaking that safeguards a genuine democracy and upholds freedom, transparency, prosperity, and stability. Therefore, the mandate of the Parastatal Monitoring Department (PDM) requires the practicality to truly “reaffirm its commitment to good governance, transparency and accountability.”
The PMD was officially established on 11 June 2012 by Cabinet Conclusion 332(a)-350 of 2012. The core mandate of the PMD is to oversee the effective governance, operational performance and regulatory compliance of Saint Lucia’s parastatal entities. Over 90 parastatal organisations have been established in Saint Lucia.

These are serious claims, and I wish to assure the people of Saint Lucia that this government does not treat such matters lightly. As the allegations are currently the subject of an active police investigation, it would be inappropriate for me to comment on the matter. When the police have investigated and come to a conclusion, the Prime Minister will take a decision on the future of minister Richard Frederick in the cabinet of Saint Lucia. “Safeguarding the integrity of the country’s institutions remains a priority, and the people of Saint Lucia will hold the government accountable,” adding, “we have had a long record of cooperation where these donor agencies and the government, who gave us money to do specific things, expect us to do the things we said we will do with the money.”
