MMC Development Ltd has initiated formal arbitration proceedings against the Commonwealth of Dominica

DOMINICA / DUBAI – As first published on Caribbean News Global (CNG) March 30, 2026, MMC Development Ltd has initiated formal arbitration proceedings against the government of Dominica. In the interview, Cal Murad, Project Director of MMC Development Ltd., said: “This is not a decision we made lightly — arbitration is the last resort, and our arrival here reflects the seriousness of the issues at hand.”

The project director of MMC Development Ltd., explained:

“The dispute centers on compliance with project conditions that have not been fulfilled in accordance with our agreement. MMC Development Ltd., has committed enormous resources to this project, such as financial resources, personnel, and the opportunity cost, as we solely focused on this significant project.

“We are under contractual obligations to perform and deliver. Equally, we expect a reciprocal adherence by the government. When those commitments are not honoured, a developer has both the legal right and the professional obligation to seek a remedy through the proper channels.”

Dominica civil development projects  –  completed

MMCD Development Ltd., has completed multiple projects in Dominica, as of March 2026, including the Marigot hospital, Grammar school, Mahaut school and several indoor and outdoor sports facilities.

Dominica Housing projects – in progress

The Canefield Housing Development is nearing completion, with painting, lighting, and finishing works are coming together beautifully. MMC Development Ltd., has partnered with local contractors to build 16 standalone housing units. Each unit will have three bedrooms, two toilets and baths, a kitchen, a dining area, a laundry area and a porch.

At the Woodford Hill Housing Development, finishing works are underway as the project moves closer to completion.

At the Vieille Case Housing Development, finishes are taking shape, and fittings are going in. Every detail is bringing us closer to completion.

Progress is constant at the Penville Housing Development. Tiling, windows, and internal finishes are coming together for the next phase.

MMC Development Ltd., is moving closer to completing the Grand Bay Ville Housing Development. Grand Bay Ville is a master-planned house and lot development, complete with various lifestyle and service amenities.

Eighty-eight (88) standalone units, 29 empty plots for construction, and 17 housing units for restoration will fill out the scenic scapes of the development, the making of “a mini village within a village,” said Melissa Poponne-Skerrit.

At the Pointe Michel Housing Development, part of the 2022 housing initiatives by the government of Dominica, forms part of MMC Development Ltd., partnering with local contractors to build five standalone housing units and two apartment complexes. Each unit will have three bedrooms, two toilets and baths, a kitchen, a dining area, a laundry area and a porch.

Finishing works are in full swing at Paix Bouche Housing Development — painting, railings, primer, MEP inspections and site clean-up are all progressing. This is in keeping with steady progress across all fronts work toward delivering quality homes to the community.

Dominica’s flagship international airport is a top-priority project for the government and people of Dominica. Construction work is progressing at a steady pace. Some areas are reported ahead of schedule, anticipating completion with the capacity to handle up to 500, 000 passengers per year.

The Government of Dominica 2024/2025 budget expounds:

“ When this International Airport becomes operational, it shall become a hub for economic activity, generating jobs and stimulating local businesses and attracting investments. The International Airport will allow local businesses, including farmers, manufacturers and small businesses, to access the global market. There will also be significant positive spillover effects due to the greater demand for goods and services, benefiting our people and businesses as more money circulates in the economy.”

MMC Development Ltd., handling the full weight of responsibility

Comprehensive reconstruction

“The airport is one of the most significant infrastructure projects in the Eastern Caribbean. We have invested enormous resources: machinery, personnel, technical expertise, and years of on-the-ground work. Our teams have accomplished remarkable things on that site despite Dominica’s challenging mountainous terrain,” Murad, explained.

“Housing gets the most attention — and rightly so, … But the Build Back Better mandate is much broader than that. Our teams have been involved in that fuller reconstruction effort  […]. You cannot hand someone a new home and tell them the clinic is still a ruin. The programme had to be holistic, and that is how we approached it.” The MMC project director also advised that “a community is not truly rebuilt until its social infrastructure is restored alongside its homes.”

Subject to MMC Development Ltd., formal arbitration proceedings against the government of Dominica, as first reported in Caribbean News Global (CNG), the question resonates:

Could this arbitration result in the suspension of the Airport Project?

That is the gravest possible outcome, and it is emphatically not the outcome we desire. We are fully conscious of what suspension would mean for everyone, including MMCD, as well as the country. I hope that it does not come to that. I am hopeful that we will see an amicable resolution to the current dispute,” project director MMC Development Ltd., Murad, continued.

“The interview ends, but the uncertainty does not,” Murad emphasised: “Somewhere on a hillside in Dominica, earthmovers are still turning soil for an airport that will transform the lives of Dominicans for generations to come.”

The Government of Dominica 2024/2025 budget, Partnering to Build the Platform for Sustainable Growth and Development,” advocates:

We aim to create a conducive environment for entrepreneurs to thrive, build wealth, and drive economic prosperity … […] … our social and economic strategy, we are fostering stronger, healthier, and more equitable communities.”

This government is playing its part, through progressive, people-centred policies and programmes, to provide the foundation for social and economic growth and development. But the government cannot do it alone.”
