Venezuelan deputy foreign minister for European affairs Franklin Ramirez indicated on his official social media account that youth and sports minister Mervyn Maldonado and his Russian counterpart Oleg Matytsin were present at the signing.

“This agreement will enable us to strengthen the training of our golden generation,” said the vice foreign minister.

Russia was represented at the ceremony by Aleksey Morozov, deputy minister of sport, Sergei Melik-Bagdasarov, ambassador to Venezuela, and members of the Russian delegation taking part in the 5th ALBA Games (Bolivarian Alliance for the Americas Games) taking place in the South American country.
