Transnational Company Agreements in 2025 focused on fundamental rights, safety at work, and due diligence

 GENEVA, Switzerland, (ILO News) – The International Labour Organization (ILO) has released the 2025 update of the newly concluded, or renewed, Transnational Company Agreements (TCAs) in its Repository on Cross-Border Social Dialogue. The update shows that new agreements continue to focus on topics that are traditionally covered in TCAs, in particular fundamental rights at work, occupational safety and health, and due diligence principles in supply chains.

It also points to stronger attention on environmental sustainability and just transitions, as well as new provisions addressing digital transformation and artificial intelligence.

The Repository strengthens the ILO’s knowledge base on cross-border social dialogue and provides policymakers, social partners and researchers with a key reference to conduct research on evolving practices for cross border social dialogue agreements.

Transnational company agreements (TCAs), including International Framework Agreements (IFAs) and similar texts negotiated between MNEs and Global Union Federations (such as joint statements, declarations, statements of intent), are an important form of cross-border social dialogue. They create conditions conducive to respect for the fundamental principles and rights at work, including rights to freedom of association and collective bargaining within multinational enterprises’ (MNEs) operations and activities. They can help to improve industrial relations in the operations covered by the agreements, among other objectives, in order to achieve decent work and sound labour-management relations.
